Milano - Day time outreach

Palaamme Fondazione Somaschin toimistolle seuraavana aamuna. Yksi vakituisista työntekijöistä ottaa meidät vastaan tuttujen termospullojen kera ja kertoo päivän ohjelmasta: suuntaamme tällä kertaa "outreach" -kierrokselle toiselle puolelle Milanoa, ja lounaan jälkeen seuraamme puhelimitse toteutettavaa etsivää työtä. Suunnitelma sopii meille hyvin, ja käymme vielä tervehtimässä turvakodin asukkaita ennen lähtöä. Työntekijä kertoilee meille työkokemuksestaan kun kiidämme järjestön autolla kohti Milanon laitamia. Ilma on viime yön tavoin pilvinen ja kostea, mutta päivänvalossa kadut, rakennukset ja jopa tienvarsien roskat näyttävät erilaisilta.

Päivisin toteutettava etsivä työ noudattaa pääosin samanlaista kaavaa kuin yön kierroskin: työntekijät liikkuvat autolla syrjäseudulla ja pysähtyvät juttelemaan kaduilla "työskenteleville" naisille. Teetä juodessa kysellään kuulumisia ja keskustellaan järjestön tarjoamista terveydenhuolto- ja työnhakupalveluista. Työntekijä painottaa meille jälleen naisten oman valinnanvapauden ja päätöksenteon kunnioittamista.

Olemme hämmentyneitä siitä, että osa naisista on hyvin kaukana ajotiestä, keskellä peltoa tai lähes piilossa metsikössä lehdettömien puiden takana. "Ostajien" on siten todellakin tiedettävä minne ajaa, mikäli haluavat löytää heidät. Tiet ovat kauttaaltaan hiljaisia emmekä löydä montakaan, jonka luona pysähtyä. Tienvarsien sotkuisuus pistää silmiin entistä enemmän päivänvalossa.

Tihkuinen, harmaa ilma vaikuttaa siihen, että naisia on vähemmän "töissä", ja valottaa meille siten "yhteisöjen" sisäistä hierarkiaa. Huonoimmassa asemassa olevat joutuvat "työskentelemään" myös silloin kun on kurja ilma, järjestön työntekijä selittää. Hän tuntee monet naisista useamman vuoden takaa, jotkut ovat uudempia kasvoja. Edeltävältä yöltä tuttuja tynnyreitä ja metallisankoja palavine hiilineen näkyy joidenkin luona. Yksi naisista kokkaa itselleen nuudelia pienessä kattilassa. Monet kertovat "työskentelevänsä" vain päivisin ja saapuvansa yleensä paikalle aamulla 9 - 10 aikoihin. Vain sunnuntaisin pidetään vapaata ja käydään kirkossa, muut viikonpäivät naiset joutuvat sinnittelemään kaduilla.

Palaamme esikaupunkialueelta takaisin Milanon keskustaan, työntekijän toimistoon. Hän esittelee puhelimitse tehtävän työn periaatteita: järjestön työntekijät ja vapaaehtoiset tutkivat säännöllisesti ilmoituksia seksipalveluiden myyntiin tarkoitetuilla sivustoilla, ja ottavat yhteyttä Milanon alueella "työskenteleviin" naisiin. Tavoitteena on päästä kertomaan ihmiskaupan uhrien auttamisjärjestelmästä myös niille, jotka eivät ole tavoitettavissa kaduilla.

Pelkästään seksin myyntiin keskittyneitä italialaisia sivustoja on useita, ja ilmoituksia niissä tuhansittain. Työntekijä huomauttaa, että moneen ilmoitukseen on merkitty väärä ikä tai kansalaisuus, ja joissakin on selvästi käytetty netistä ladattuja kuvia. Työntekijät selaavat ilmoituksia läpi ja soittavat Milanon alueella "työskenteleville" naisille kertoakseen mahdollisuudesta päästä tapaamaan lääkäriä ilmaiseksi ja anonyymisti. Mikäli puhelimeen vastannut henkilö on kiinnostunut, hänelle lähetetään viesti, jossa selitetään tarkemmin järjestön toiminnasta. Tämän jälkeen sovitaan tapaaminen esimerkiksi kahvilaan ennen lääkärille menoa. Puhelimella tehtävä etsivä työ vie paljon aikaa mutta siitä ei haluta luopua, koska seksin myynti on siirtynyt koko ajan enemmän kaduilta yksityisiin asuntoihin. Huolta herättävät erityisesti ne, jotka eivät pääse poistumaan asunnosta ollenkaan, vaan elävät ja "työskentelevät" samassa huoneessa päivästä toiseen. Tarvittaessa järjestön työntekijät menevät tapaamaan naisia näiden asunnoille, vaikka tiedostavatkin tähän kytkeytyvät turvallisuusriskit. Työntekijä selittää, että puhelimitse luottamuksen rakentaminen on entistäkin vaikeampaa, mutta toistaiseksi työtapa on ollut ainoa mahdollinen keino saada yhteys myös niihin, jotka ovat suljettu asuntoihin. Kuten muutkin työmuodot, tämä edellyttää työntekijöiltä pitkäjänteisyyttä ja kärsivällisyyttä.

It's the morning after the night outreach and we arrive again to Fondazione Somaschi's office. One of the regular employees greets us with familiar thermos bottles in her arms and explains a bit about our plan for the day. First, we are going to the other side of Milan for outreach work and after arriving back to the office, we will get to observe how the workers get in touch with possible victims by phone. We are excited about the plan, and before heading out we get a chance to say goodbye to the women living in the shelter. Once again, we are in the organisation's car driving towards the outskirts of the city. Like the night before, the weather is cloudy and damp. In the daylight all the streets, buildings and even the garbage on the side of the road looks different.

The day time outreach is by nature very similar to the outreach done in the night time: the employees of the organisation drive to the outskirts of Milan and stop by the people who are "working" in the streets. They start a conversation by offering some hot tea and biscuits, and try to promote the health care and job search services that are free for women. The staff member points out again that it is important to respect the women's right to make decisions by themselves to access the assistance program.

We feel quite confused about the fact that some of the women stand very far from the roads; in the middle of the fields and even almost hidden behind the leafless bushes. Therefore, it is obvious that "the buyers" must be aware of the exact places to drive in order to find these women. The roads are thoroughly quiet and we rarely find a few women to stop by. The messiness of the roads is even more clear to see now in daylight.

Drizzly, grey weather affects the number of women "working" on the roads and that tells us a little bit about the hierarchy inside the "communities”. We were explained by the employee of the organisation that the women who have the weakest position among the others are the ones who are forced to "work" even in the worst weather conditions. The employee knows many of the women from several years back while some of them are completely new faces. The barrels and metal buckets with burning coal, we noticed some women had for warming purposes last night, are also used during the day. One woman cooks noodles for herself for lunch in a small pot. Many women tell us that they "work" only during the days and arrive around 9-10am. Only on Sunday's some of the women can have a day off and attend Sunday service at church, while other days are pure surviving in the streets.

We return from the outskirts back to the center of Milan to the employee's office. Next she explains to us the principles of the reaching out work done through the phone. She explains to us that the employees of the organisation together with some volunteers regularly go through ads on the websites meant for purchasing sexual services, and contact the women behind these ads by phone. The aim of this activity is to raise awareness of the assistance program also among the women who are not reachable in the streets because they "work" indoors.

There are several Italian websites with thousands of ads advertising sexual services. The employee notifies that many of the ads use wrong ages and nationalities for the women. Some ads also have fake pictures found from the internet. The employees go through these ads and call to the women "working" in the Milan area in order to tell them about the opportunity to for example meet a doctor for free and anonymously. If a woman answering the phone is interested in hearing more, the employee sends her a message with more details. After that a meeting can be arranged for example in a cafeteria close by before going to the doctor. The outreach work done through the phone takes lot of time from the employees but the organisation finds it very important and refuses to give up on it as the selling of sexual services has shifted more and more from the streets to private apartments. The employees of the organisation are specifically worried about the women who do not have the opportunity to leave these apartments, and therefore "work" and live in the same room day after day. If needed the employees of the organisation Fondazione Somaschi will go and meet the women in these apartments knowing the risks related to entering these places that are often controlled by the traffickers. The employee explains to us that building up trust through the phone is significantly more challenging but so far it has been the only way to reach out to the women kept in the apartments. As for all the other working methods and activities that Fondazione Somaschi upholds, this requires a persistent long-term contribution from the employees in the organisation.

It is already close to five in the afternoon and it is time to let the employee finish her work for today. This is also a good moment to end the part of our blog discussing Milan, and continue with the second half of our trip in Turin.
